Welcome to our Armley Gyratory bi-monthly newsletter update for September.

Works are progressing well. This update provides details of construction works carried out since July and plans for the next phase.

    Plan ahead: Partial night-time closures around Armley Gyratory and Stanningley Bypass works over summer holidays

    Starting from 8pm Monday 24 July until 5:30am Thursday 24 August, there will be daily night-time partial closures around the Armley Gyratoryfor surfacing works.

    Full diversion routes will be in place during this time and local residents will be contacted this week about how they’re affected.

    The highways surfacing works will mark a significant milestone towards phase one construction completion, after the work started in April last year.

    The partial closures are planned to coincide with reduced levels of traffic at night and during the school summer holidays.

    Leeds City Council’s Connecting Leeds team are working hard to deliver these improvements as quickly as possible during the summer holidays and apologise for some significant night-time disruption to journeys over the coming weeks.

    The road will re-open during the daytime with 30mph speed limits and other traffic management measures in place to allow improvements to be carried out safely.

    To prepare for these partial closures, Leeds visitors, workers and residents are being urged to plan ahead (search Plan Ahead Leeds or visit www.leeds.gov.uk/planahead) before travelling and to sign up for regular email updates or follow Connecting Leeds on social media. There will also be highways and diversion signage, with targeted communications in affected areas.

    The Armley Gyratory works are complex and the work areas have been segmented into seven parts, as work progresses clockwise around the gyratory, with a total of 19 phases of activity. This includes planing the existing carriageway, ironworks, laying binder, tarmac surfacing and associated white lining.

    Because of the scale of the road surfacing, with different work areas and days, it will need different diversions and local access plans.     Ahead of the night-time partial road closures:

    • Please plan ahead and travelling early to allow plenty of time for your journey (search Plan Ahead Leeds or visit www.leeds.gov.uk/planahead), which has all the different daily diversion routes.

    • Advanced warning signage at each road closure point informing the public of expected closures, times, and durations.

    • Please check bus services via https://www.wymetro.com/buses/

    • Emergency services have been informed.

    Additional travel advice for residents within the boundary of the closure (e.g., Leeds city centre, City Island, Leeds Waterside Apartments, and businesses close to Armley).

    During the partial closures:

    • Plans are in place to support safe crossing through the site for walking or cycling.

    • All road closure points will have a secure barrier, attended by a traffic management operative, to allow safe access / egress through site.

    • For safety we have put in place escort operatives and vehicles, to allow access through the site by escorting vehicles to their designated areas at a controlled speed.

    Stanningley Bypass works and diversions

    Works will also take place on Stanningley Bypass during the school summer holidays, with reduced levels of traffic allowing the works to progress as quickly as possible.

    From 8am Thursday 27 July until 6am Monday 21 August 2023 road works will take place along the Eastbound A647 Stanningley Bypass. The traffic management will be set up 24/7 between those dates.

    To complete this work efficiently and for the safety of all road users, it will require a partial closure of the bypass and some of the access/slip roads, with local diversions. A contraflow system (between Dawson’s Corner roundabout and Swinnow Bridge) will be in operation.

    These planned works are part of Leeds City Council’s highway annual maintenance programme. It will complement the successful Westbound joint and resurfacing programme, delivered during 2022.

    To minimise potential future disruptions, the council are also looking to allow the maintenance of other services (like street lighting, for example) where it is safe to do so, and within the traffic management set up.

    Updated plans revealed

    Updated plans to improve the Armley Gyratory and help transform transport and travel in Leeds have been revealed.

    The updated designs will:

    - Provide more appealing and accessible routes for both cyclists and pedestrians;

    - Improve safety for all road users;

    - Allow traffic to flow more freely, minimising traffic impacts on local roads;

    - Improve the local environment through new landscaping;

    - Help facilitate improvements elsewhere in the city, including no through traffic at City Square.

    Consultation on proposed improvements to Armley Gyratory

    A new round of public consultation on measures to improve the Armley Gyratory and help transform transport and travel in and around Leeds starts this week.

    These new Connecting Leeds designs support the council’s vision for a more liveable, greener and better connected city centre. They will complement and enable wider improvement projects in the city, providing an opportunity to create better public spaces. Specifically, the plans support the closing of Neville Street to through traffic, a pedestrianised City Square and development of the South Bank.

    In April 2018, commuters said the gyratory traffic resulted in delays for motorists and bus users, contributing towards poor air quality and impacting negatively on local resident and businesses. The surrounding communities also said the pedestrian and cycling facilities are poor and they were unlikely to use them for journeys into the city centre.

    In response to these views, these new plans feature;

  • New improved cycling and pedestrian routes through the gyratory
  • To improve traffic flow through the junction, better timings for traffic lights and reduced speeds to 30mph
  • New landscaping to the south east of the gyratory
  • Improvements to air quality, safety and the local environment for residents
  • Re-aligning northbound traffic, moved away from the residential area
  • New traffic signals and better pedestrian crossing facility on Wellington Road near the residential area

    There will be two public drop-in sessions at the New Wortley Community Centre (40 Tong Road, Leeds LS12 1LZ). The first will run from 10am to 2pm on Saturday 7 September and second will run from 5pm to 8pm on Tuesday 17 September.

    These improvements are part of Connecting Leeds, the council’s transport strategy for the city. Connecting Leeds are working with the West Yorkshire Combined Authority, partners and stakeholders to improve all aspects of the transport network in Leeds and connecting to the wider Leeds City Region.

    The next step will see a planning application submitted in autumn 2019, with expected construction to start later in 2020 and take two years to complete.

    Share your views on new opportunities for Leeds transport

    Thank you for taking part in the first phase of consultation on the Connecting Leeds plans to transform the bus network in February and March 2018.

    Leeds City Council received over 4,000 contributions to the exercise over a 6 week period. A report summarising the feedback will be published prior to any further consultation on the same projects. Unless you choose to unsubscribe you will be notified of any reports being published and all other key developments.

    In the meantime we would like to invite you to take part in the active consultation listed below. Please take a few minutes to study the proposals and provide your feedback.

  • Transforming our city centre: Investing in roads, footways and public spaces to benefit everyone
  • Adel to Leeds route improvements: Working to keep buses moving and improve cycle/walking infrastructure between Adel and Leeds via Weetwood and Headingley
  • Elland Road Park & Ride: Plans to increase the number of parking spaces and the frequency of the bus services

    3,000 contributions, and more wanted!

    The first phase of the public consultation on Leeds City Council’s plans to transform the city’s bus network is now underway. The launch event on 20 February was covered by the BBC and the Yorkshire Evening Post amongst others.

    Over 5,500 members of the general public and stakeholders have viewed the proposals and over 3,000 contributions to the transport conversation have been received during in the four weeks since the Commonplace websites went live.

    A series of events has already been held across the city. These focused on what the first phase of the Connecting Leeds strategy and the bus infrastructure along the three key routes into the city, which are also covered by the consultation websites:

    Alwoodley to Leeds via Moortwon, Chapel Allerton and Chapeltown

    Oakwood and Roundhay to Leeds via Harehills, Sheepscar and St James’s Hospital

    Bradford to Leeds via Stanningley, Bramley and Armley

    The events and online survey have been accompanied by communications through social media, printed media and our partners' networks channels.

    We have distributed nearly 20,000 leaflets and posters in community, religious, leisure and health centres across the city. Over 150,000 people who live and work in the city have received emails inviting them to take part and have their say.

    The opportunity to comment on the proposals for this phase is open until 13th April, but this is just the beginning. Further events will be taking place in the summer relating to the city centre, two more key bus routes and plans to deliver more park and ride spaces at key locations.
